The implementation of the project was started in January 2009 aiming to support the Ministry of Justice of the Republic of Turkey in its work of improving implementation of international and European standards in the field of community protection and preventing crime, by upgrading the capacity of the new probation service to rehabilitate the victims of crime and to prevent re-offending by juveniles.
The project consolidated the reforms that have been adopted through the previous Twinning project, which created the new national probation service in Turkey and established a basic level of practice.
These objectives have been fulfilled by a variety of activities under the lead of the National Probation Service for England and Wales including the joint development of intervention programmes for the different target groups, the further development of interagency work-systems approach and national standards and policy.
The BIM contributed to the victim support component of the project in cooperation with Weisser Ring Austria with the provision of training expertise, the development of specific victim support intervention programmes as well as the further development of interagency work and the organisation of a study visit to Austria on victim support.
On the occasion of the visit of a high-ranking delegation of representatives of the Turkish probation service and the Ministry of Justice in November 2010, the Austrian system of victim support has been presented by visiting various actors in the field.
