Two sub-grants were awarded to two selected Kyrgyz NGOs after a call for proposals in August 2014. The NGO Ventus (Karakol, Issyk-Kul) will implement the project “Stop Torture” which will include, inter alia, the provision of legal assistance to victims of torture and their families; monitoring of closed institutions of the Issyk-Kul region; awareness-raising campaigns with vulnerable groups of the population; a round table with Issyk-Kul representatives of the Ministry of Interior, the Prosecutor’s Office and the Ombuds Office; and the creation of a permanent platform of dialogue with the Ombuds Office and the Prosecutor’s Office of Issyk-Kul oblast.
The NGO Southern Regional Centre for Health and Social Security (Osh) will implement a project titled "Enhancing the role of independent medical examination procedures and investigations in the fight against torture and ill-treatment”. The project activities will include an analysis of the standards of health care and medical examination in prisons and documentation of medical examinations in relation to investigations into torture allegations. Furthermore trainings of doctors of regional hospitals, family medical centres, emergency centres and paramedics and psychotherapists will be conducted on human rights and protection mechanisms and the documentation of torture and ill-treatment. The aim is for these professionals to become available as experts in an expert roster. The project will also entail the installation of complaints boxes and envelopes in IVS and SIZO of Kara-Suu, Karakulja, Uzgen and Naukat areas; and a round table with other NGOs in the region on the prevention of torture in Southern Kyrgyzstan.
