On November 27th, 2014, the Ministry of Justice under the chairmanship of the Minister A. Shykmamatova held the first meeting of the Steering Committee of the project “Promotion of rule of law in Kyrgyz Republic, with particular emphasis on transparency and accountability”. The financing agreement for the project was signed on 17 September 2013 in Brussels. The Kyrgyz Ministry of Justice under Minister A. Shykmamatov is the main beneficiary of the project.
The main purpose of this Committee is the practical realization of the conditions underlying the Financing Agreement such as the promotion of human rights and democratic society, reducing corruption, poverty and prevention of various conflicts.
The meeting approved the composition and operational procedures of the Supervisory Committee and present a draft Work Plan of Action for the implementation of the Agreement for the period up to July 2015.
Justice Minister A. Shykmamatov said in his speech that achieving these goals is the highest priority and is a question of high-quality, appropriate and effective legislation: "Laws that are produced in our country, and which are the result of our joint efforts with you, prejudge the fate of not only the state and society as a whole, but also of each individual. Acknowledging such a great responsibility, we need to put as much effort into preventing the existence of so-called 'imperfect' legislation, because legislative errors are the most expensive. The fact that the issue of promotion of the rule of law in the Kyrgyz Republic is one of the most important tasks and a priority for the whole of Kyrgyz society is also to be stressed. Legal reforms in the judiciary, in the legal system and in the protection of the rights are necessary and a legitimate interest of the citizens."
The first meeting of the Supervisory Committee was also attended by the Head of the Delegation of the European Union to the Kyrgyz Republic, Ambassador Mr. Cesare De Montis, representatives of the consortia and public authorities that are beneficiaries of this agreement.
