The Danish Ministry of Foreign Affair’s European Neighbourhood Programme financed the Turkey Political Criteria Programme (TPCP) from 2006 to 2012. In the context of Turkey’s way towards EU accession and the applicable Copenhagen Criteria, the programme aimed at strengthening respect for human rights in Turkey through enhancing cooperation between government, legislature and civil society. Accordingly, the first phase of TPCP had commenced in 2006 and had come to an end in May 2009.
In order to further support the Turkish institutions and organisations relevant to promoting and upholding the human rights reform agenda in their development process, the second phase of the programme (TPCP II) was initiated in 2009.
Hence, the overall objective of TPCP II was to strengthen the capacities of the Ministry of Interior’s (MoI’s) Inspections Board as well as to promote human rights awareness through the IHOP platform of Turkish human rights NGOs and to further human rights dialogue and advocacy within the Turkish civil society and with government and legislature.
The implementation of this project, which the BIM contributed as partner in an international consortium, was based upon the two components: component 1 included the support to the Ministry of Interior, while component 2 was predicated on the support to the IHOP network.
