Human Rights, Export Credits and Development Cooperation: Accountability for Bilateral Agencies

This book focuses on bilateral development agencies and official export credit agencies (ECAs). It analyses to which extent individuals negatively affected by agency supported undertakings may claim human rights accountability from the state where the project is implemented (host state), the state where the agencies are incorporated (home state), and the agencies themselves.

Apart from providing a thorough legal analysis, it provides also an empirical analysis on how human rights are integrated in the processes of seven development and export credit agencies (the Swedish International Development Cooperation Agency (SIDA), the German Development Agency (GIZ), the Austrian Development Agency (ADA), the Swedish Export Credit Guarantee Board (EKN), the Swedish Exportkredit (SEK), the Austrian Export Credit Agency (OeKB) and the German Export Credit Agency (Euler Hermes & PWC). The book concludes with recommendations on how to strengthen human rights accountability in this area and improve access to justice for adversely affected individuals.
