The workshop "Institutional reforms through the consolidation of a unified methodology and tools for monitoring places of deprivation of liberty" was held in Bishkek on 25 and 26 February 2015 in coordination with the Office of the High Commissioner for Human Rights Regional Office for Central Asia (OHCHR ROCA) and the Organization for Security and Cooperation in Europe (OSCE) Centre in Bishkek, and in cooperation with the NPM of the Kyrgyz Republic. The main goals of the workshop were, first, to review the methodology of the NPM and analyse gaps and needs for improvements. Second, to consolidate the monitoring tools based on the practices of NPM and NGOs, and third, to develop a clear procedure for processing, storing and safeguarding data. Participants were the NPM, the NPM Coordination Council, and NGOs. Five working groups reviewed the monitoring tools of one specific institution: children’s institutions, SIZO/IVS, military institutions, psychiatric hospitals, and centers for elder people.
Participants also discussed the presentation and advocacy strategy for the NPM Annual Report, how to strengthen its value and further consideration by the Parliament and make it a tool for raising awareness on the issue of torture.
TSPC also shared best practices on the development and use of databases and presented a draft database for the NPM for ensuring the safe, easy, and accurate storage of the information as well as the potential for accurate analysis of the information incorporated into the database.
