Human Rights Talk: Does Austria need an election reform?

The findings of the Constitutional Court on the repetition of the Federal Presidential Election have brought to light problems in the Austrian electoral processes that have long been in need of a solution. As part of upcoming electoral reforms, some of which are enshrined in the new government agreement, future electoral rights reforms should also meet the recommendations of the OSCE Office for Democratic Institutions and Human Rights (ODIHR) and the Council of Europe's Group of States against Corruption (GRECO), as well as including civil society. Such electoral reforms should, inter alia, simplify electoral processes and electoral law, improve citizen participation and transparency of electoral processes, facilitate the opening of electoral interest to non-party stakeholders, and provide a legal framework for national election observers to engage civil society to develop the advancement of electoral practice.

Marcelo JENNY (Department of Political Science, Innsbruck University), Armin RABITSCH (wahlbeobachtung.org), Hubert SICKINGER (Department of Government, University of Vienna), and Melanie SULLY (Go-Governance) will discuss how mainstream, comprehensive electoral reforms involving civil society in inclusive, participatory processes can be implemented within this legislative period.
