Working Group 3 concerns the United Nations and its human rights work in a greater context, looking particularly at the human rights potential of partnership approaches and development cooperation, and at how the EU and its Member States may work through these modalities to promote human rights in accordance with EU objectives and the UN Charter.

Working Group II focuses on the idea of "One UN" (and the role of the EU therein) and on a human rights based approach to development (strengthening of national human rights institutions).

WG I deals with the United Nations Office of the High Commissioner for Human Rights, the treaty body system, and the new Human Rights Council. This includes most prominently the reform of the treaty bodies.
